Policy Measures that Address Barriers and Market Failures in the Low-carbon Transition
This report discusses barriers and incentives to investments for a low carbon transition under a multidimensional perspective. Quantitative modelling of the main barriers and incentives are benchmarked against the stakeholders’ perspective on these factors characterizing the willingness to invest in low-carbon solutions.
